py26-numpy at 1.12.0_0+gfortran build fails on 10.11

Looks like upstream dropped support for Python 2.6 in 1.12.0 (that's the
error in the provided logfile). I've added back py26-numpy @1.11.3 in
https://github.com/macports/macports-ports/commit/e17e21ecb4c6feb901cca6a1b6125262a816b518
