port:gcc/port:libgcc proposal for those of us installing from source

Hi,

I just filed a ticket with a feature request for port:gcc & port:libgcc that would cut install and upgrade times and bandwidth requirements in 2 for those of us installing those ports from source.

I'm advertising that ticket here since the ports do not currently have a maintainer (and it wouldn't hurt to know if anyone else is interested...)
