Unable to execute port: Could not open file

Os: High Sierra - 10.13.6
Xcode - 9.4.1
Macports - 2.5.3

I'm unable to install any ports. I've verified the port tree exists and the
files are readable by root. I've deleted /opt/local and reinstalled from
binary.  I've deleted /opt/local and reinstalled from source. I get the
same error no matter what.  Here's the tail end of the sudo port -dv
selfupdate and an attempt to install coreutils.
