Requesting new variant for octave and arpack

Hello Manav,

ATLAS is LAPACK installed from MacPorts, so what you are asking for is
already available with octave +atlas.

The OpenBLAS port, if installed with +lapack, also provides LAPACK, in
which case it can be used with Octave as "octave +openblas".
