No, that is how symbolic links work on every POSIX-compliant file 
system.

You are mistaken.

Note the identical behavior from 5 random machines I had handy. 2 Macs, 
3 Linux:

An OpenWRT wireless router:

	root at airhole:~# uname -a

	root at airhole:~# echo 'file1' > file1
	root at airhole:~# ln -s file1 link1
	root at airhole:~# cat link1

A client's antique server:
