cctools fails to install on my 10.7.5

Here it is:

macOS 10.7.5 11G63b
Xcode 4.6.3 4H1503 

The only difference is the trailing “b” in macOS. I don’t know its meaning, for sure it’s not “b for beta”, as I’ve never played with beta systems.
