I keep getting the warning about CLT

Hello,

I keep getting the error described here:
https://trac.macports.org/wiki/ProblemHotlist#reinstall-clt.

I reinstall the CLT, but it lasts until the next Xcode update. Is there a
way to fix it definitely?
