syntax for "and not"

Given that neither openscad nor kdelibs4 is currently upgrading successfully, what is the correct syntax to upgrade all other outdated ports?

I’ve tried each of the following, but in each case it either still tries to upgrade one of those two exceptions or causes a syntax error:

port upgrade outdated and not kdelibs4 or openscad

port upgrade outdated and not kdelibs4 and openscad

port upgrade outdated and not (kdelibs4 or opescad)
