Error: Failed to fetch rust: The requested URL returned error: 404

rust 404 is holding up my upgrades of 
gd2                            2.3.3_1 < 2.3.3_2         
ImageMagick            6.9.11-60_3 < 6.9.11-60_4   
rav1e                          0.5.1_1 < 0.5.1_2
 
but only on Mountain Lion. On Mojave these upgraded yesterday, and I ran the upgrades simultaneously. Why would rust be available for Mojave but 404 on Mountain Lion?
