Evidently not! rebar3's maintainer, Christoph, is still active in MacPorts, but hasn't updated this port in awhile. This happens sometimes. There are a few ports that I'm the maintainer of that I haven't updated in awhile either for various reasons. I'm not familiar with rebar3 but let me see if it would be easy to update it to a newer version and if that will build.
