selfupdate fails

Hi,
I haven’t used MacPorts in awhile and decided to install on MacOS Ventura 13.4 (first tried using 13.3.1) - I have tried a few different OS updates and have updated Xcode to match but
each time selfupdate fails.  Is this an Apple security issue? Please advise.
