Not unless you build MacPorts from source and configure it to use MacPorts curl but that's not recommended because your MacPorts will become nonfunctional if you ever deactivate MacPorts curl because it will say it cannot find the libcurl library. 

The bug is already fixed in MacPorts base master so you could build MacPorts base master from source and it will work with macOS curl.
