Typically the crash only happens when connecting to an FTP site after 
having connected to a HTTP/2 site. So availability of binaries, 
availability of mirrored distfiles, variations in ping times, and which 
other ports are fetched by the same command will all make a difference.

BTW, you don't have to do this manually, 'port restore' can run the 
reinstalling ports part of migration again for you. See 
<https://trac.macports.org/wiki/Migration#managesnap>.
