The following ports successfully updated after a few iterations:

gimp
miniupnpc
py311-cryptography
py311-service_identity
py311-twisted
xpdf

However, the list of unresolved items remains large, and the p311 updates (combined with the unresolved discrepancies between the most recent icu update, and the inability to update Qt58) breaks other installed ports.  I am forced to write some scripts in order to activate/inactivate dependencies in order to switch between using those ports and those that need the most recent icu.  I can't think of a better way of doing it.

I have not yet gone through all of the logs - and cross referenced them to tickets, but I already know there are a few that have been open for a while (un-assigned).
