Looking at https://www.horde.org/download/webmail it seems that the latest version of Horde was released in 2017. Even if you get everything working, I would think twice about exposing a stack with unmaintained/unsupported versions of libxml2, PHP and Horde webmail to today’s internet, if that’s the plan. I think it might be time to look for an alternative webmail solution.
