libressl 4.1.0 breaks openssh 9.9p2_1

libressl port was recently upgraded to 4.1.0. As I build openssh with libressl, it caused a rebuild of openssh 9.9p2_1 which failed.

I also see trac ticket #72317 to upgrade openssh to 10.0 still unresolved. I hope openssh 10.0 will eventually build with libressl 4.1.0, so there is not much reason to fix 9.9p2_1.

Until then, would it be possible to revert libressl to 4.0.0 so that port upgrade outdated does not cause unnecessary failing rebuilds?
