When filing a Trac ticket, please Cc the port maintainer(s) manually. If you don't, someone else will have to do so manually. The ticket system doesn't do it automatically. 

GitHub pull requests, on the other hand, do automatically notify port maintainers, provided their GitHub handle is listed in the maintainers line.
