Trouble with command line tools

I just upgraded my intel iMac to Tahoe and was reinstalling my ports. I did
install the command line tools (Xcode-select --install) and accept the
license (xcodebuild -license). Reinstalling ports meant building them, and
this was going fine for many of them. In the process of installing
pinentry-mac this error popped up:
Error loading required libraries. If there is an ongoing installation
please wait for it to complete. Otherwise reinstall.

xcode-select: Failed to locate 'make', requesting installation of command

A dialog box appears offering to install the command line tools. I've tried
to reinstall the command line tools both via that dialog box (which claims
to have reinstalled them) and via xcode-select --install (which tells me
they are already installed). Software update says everything is up to date.
However, when I enter 'make' at the command line I get the same error:
make: error: sh -c
'/Applications/Xcode.app/Contents/Developer/usr/bin/xcodebuild -sdk ''
-find make 2> /dev/null' failed with exit code 65280: (null) (errno=No such
file or directory)
xcode-select: Failed to locate 'make', requesting installation of command
line developer tools.
In fact, 'make' and other build tools are in the directory
/Applications/Xcode.app/Contents/Developer/usr/bin
and /Library/Developer/CommandLineTools/usr/bin
I'm at a loss. Does anyone have any idea what's wrong and what to do about
it?
Thanks,
Mark
