[MacPorts] howto/PatchLocal deleted version

Version "3" of this HowTo introduced "/usr/local/ports/" for a local repository directory. This appears to go against the MacPorts policy of an empty "/usr/local".
Would "/opt/macports/ports", "/opt/ports", "~/misc/MacPorts/ports" or similar be a better repository location for this HowTo?
The "~/misc/MacPorts/ports" path is part of the comments in etc/macports/sources.conf.
