Hello and welcome!
I think the way it works is this: if you would like to contribute new
portfiles, or update existing portfiles, please do so and submit
patches. If there are ports you use or like which are not maintained,
offer to become the maintainer.
If you want to contribute to the core MacPorts code, submit patches
to that as well.
Once you submit enough quality patches, perhaps you will be
considered for receiving commit access.
