Yes, but if a patch exists upstream, then one may want the patch to
be included in the port, in particular if the bug is important and
releases aren't done much often. Examples:

  * vorbis-tools: the bug has been there for more than a year.
    https://svn.macosforge.org/projects/macports/ticket/10821
    (the patch may be important in languages with non-ASCII
    characters, as the bug affects both reading and writing
    ogg files).

  * MPFR: we don't do releases much often, as this requires testing
    on many architectures, and we are often very busy. But patches
    are provided on the web page.
