*-devel ports

Some maintainers do that. I think most just leave the -devel ports  
around. For example, the php5-devel port is currently at version  
5.2.5RC2 while the php5 port is at version 5.2.5 (the final released  
version). So in this case, php5 is newer than php5-devel. But once a  
release candidate of 5.2.6 is available, php5-devel will probably be  
updated, and will then be newer than php5 again.
