Proposal: reminder to the assignee when a ticket is unchanged more than 3 days

I really don't need more automated MacPorts mail about tickets at  
this point. If someone cares about one of my open tickets, they  
should add a comment or email me about it. And if nobody comments or  
emails me, then it might not be so important that I resolve the  
ticket immediately.
