We need to add a keyword to the portfile syntax for this.
What should it be?
"fetch.mirror", default "yes", can be set to "no" by portfile authors?
Or should it not be linked with the fetch phase?
"mirror_distfile" default "yes"?
"allow_distfile_mirror"
"allow_mirroring"
