There was the idea to add general license information into Portfiles 
before. As this is part of the license it would make sense to bundle 
fetch restrictions with it. But on the other hand this does not happen 
that often and licenses preventing mirroring are mostly custom for only 
one project, so we would not gain much from it.

I like "fetch.mirror" best. In my opinion it is kind of linked with the 
fetch phase. 'port mirror' is also using other variables and code from 
fetch anyway.
