Yes, Xcode 3.1 has been released.

Also, the first non-beta version of the iPhone SDK has been released.  
It includes the full Xcode 3.1, so if you want the iPhone SDK, get  
just the iPhone SDK download; you do not need to separately install  
Xcode 3.1.
