Thanks you noticed, so I know that at least others are watching the
gsoc-* branches as well :-)
I didn't look at the whole diff and just tested the resulting new
configure script. But you are right, it was a huge diff.

Maybe base/HACKING would be an appropriate place?

Hm, is this regen.sh script in use at all? 'autoreconf --force' does the
same automatically and is what I would have called if I wanted to
rebuild the autofoo stuff.
