It changes how the perl5 port group does a build, specifically, by using
perl's Module::Build instead of the usual Makefile.PL-style building.  After
the usual perl5.setup stuff, if you then add perl5.use_module_build, it
should then do what's right to build the module with Module::Build
(including depending on p5-module-build).
