Ok, I see that now, but the ticket does not explain why the submitter  
of the ticket would have the authority to reassign the port to  
nomaintainer. If there has been communication with the previous  
maintainer and he has agreed to release the port, or if multiple  
attempts have been made to reach the previous maintainer and he is  
unreachable, then that's fine, it just needs to be documented  
somewhere. If no such communication has occurred, then you cannot  
change the maintainer of the port.
