[MacPorts] #22993: new port for dovecot-sieve

I just uploaded a new diff. This is a diff from the current macports
Portfile and only required a version number and checksum change.
I'm running on my production server now and mail seems to be flowing
normally. I was already at 1.2.9 so this was a minor upgrade. Others
may have to change some configs to go from 1.1.6 to 1.2.x. I had to
make some changes to my system when I made the upgrade a while back.
