Clearing my localports tree --- Commit request: tickets #25428 and #25683

The following tickets can be closed with a commit:

 #25428  New port for re-alpine  (http://trac.macports.org/ticket/25428)
 #25683  Portfile patch to add "no_atlas" variant to qrupdate
(http://trac.macports.org/ticket/25683)

Re-alpine is a fork/successor of alpine and qrupdate has no
maintainer. Additionally, there's a Portfile patch to add a "no_atlas"
variant attached to Ticket #22997 that should resolve that ticket as
well as ticket #21797,  but octave has a maintainer.
