Ports Linking in Carbon

Nothing official. The best approach IMO is to disable use of 32-bit-only
APIs when building for 64-bit, if that's possible and doesn't
unreasonably affect functionality. If those last two points are not
true, then set supported_archs appropriately in the affected ports.
