Aging of ports "replaced_by" others

If it does reset the timer, the timing of python/perl/php/postgres/mysql main version migrations might be setup to keep an outdated port around indefinitely. Oh fun :-)
Regardless of what the replaced_by is set to, let's kill it based on the original duration and not reset it.
