Announce the binary repo already.



Until it's announced, MacPorts is unexpectedly phoning home without
informing the user and in a manner unexpected by the user.

The announcement needs to indicate:
 * when it runs, what it does
 * you can override this behavior with -s
 * we will primarily gatherer user statistics from the GSoC branch, which
is not yet released
 * what is platforms/OSes are available in the repo
 * why isn't package X available (licensing)
