New in OS X Lion is Apple's permission for you to run up to 2 additional copies of Lion in virtual machines on the same machine at no additional cost. (Check the EULA.) I know VMware Fusion 4 and Parallels Desktop can do this; I haven't tried Virtual Box but if you don't already have a license for VMware or Parallels you might try Virtual Box first since it's free.
