Having worked for a while with git, there's git itself and then the 
infrastructure to support easy pulls.

Do we have an infrastructure for people to host their own fork and then 
ask us to do a pull request?  We can use github or probably some 
open-source project, but I haven't looked to see if there's an 
open-source project that allows anyone to create an account, clone the 
MacPorts repo and then do a pull request.
