removing bash_completion (and zsh_completion) variants

On CC: maintainers of ports that have a bash_completion or
zsh_completion variant.

Hi,

I'd like to propose removing the +bash_completion (and maybe also the
+zsh_completion) variants we currently have in MacPorts. The following
12 ports currently have such a variant:

  bzr
  git-core
  mercurial
  mercurial-devel
  npm
  py26-django
  py27-django
  py32-django
  py33-django
  redo
  subversion
  task

Always installing the completion files does not cause any harm, but
ports with the variant might end up in the situation that the port is
installed, but the completion files are missing, leading to the
requirement of rebuilding those ports. Doing so would render the
"Optional Parts" paragraph in
  https://trac.macports.org/wiki/howto/bash-completion
obsolete.
