Procedure for handling abandoned ports is documented in the Guide:

So yes, you may take over maintainership of clhep, and yes, the other
ports are also eligible for this procedure if they also meet the
criteria. To properly follow the procedure, a ticket is needed for the
other ports, but you can combine them into one ticket when it's the same
maintainer for all of them.
