Uploading a source file to packages.macports.org

packages.m.o is for precompiled binaries. You cannot manually upload anything there. Only the buildbot uploads things to there, after successful compilation.

distfiles.m.o is for source code archives. You cannot manually upload anything there, but you can ask the macosforge admin to do so. However there should be no need to, assuming you can put the distfiles anywhere else on the Internet and point the portfile to that location via the master_sites. Before you do so, ensure that the license agreement allows you to do so. And assuming it does, please work with the developers of the software to make it available via a direct link from their site.
