Changes to base/ first require a new release of MacPorts itself and then
they will be available with a selfupdate.

Also note that there are different branches. At the moment, trunk/base/
targets MacPorts 2.2.0, while preparing the next 2.1.x release with
backported changes is done in branches/release_2_1/.
