[MacPorts] #44117: rsync: update to 3.1.1 (was: rsync-3.1.1 : Diffs to bring port up to 3.1.1)

You will notice that only the ldflags option was added, and this was due to
changes between 3.0.9 and 3.1.1 (actually 3.1.0) and zlib
