Hi,

> The files I saw said GPL 3 or newer.

I see it says that in the source files now. I was looking at COPYING, which says:
"This program is licensed under the GPL version 3 below, with the additional exception that compiling, linking, and/or using OpenSSL is allowed."
followed by the text of the GPL-3. Nothing in this file suggested the "or any later" part applied.
