How did you come to this conclusion?

With trace mode from current trunk (r136839), I don't see any reports
about a missing dependency:

$ sudo port -t build bzip2
--->  Fetching distfiles for bzip2
--->  Verifying checksums for bzip2
--->  Extracting bzip2
--->  Applying patches to bzip2
--->  Configuring bzip2
--->  Building bzip2
Warning: The following existing files were hidden from the build system
by trace mode:
  /opt/local/bin/ar
  /opt/local/bin/ranlib
