GitHub usernames as maintainers

When we were originally planning the transition to GitHub, I suggested that we allow an "@" syntax in the maintainers line for GitHub usernames (i.e. "maintainers @neverpanic" for Clemens). I don't remember right now why we then decided that wasn't a good idea.
