Obviously we cannot give users instructions unless they go looking for
them. MacPorts will only be able to notice the OS has been upgraded
after the fact.

Why would I ever visit this page before upgrading my OS? I do not think
users will have done anything before being told to visit this wiki page.
Giving instructions on what users should have done earlier before
upgrading the OS will immediately leave a negative impression of the
whole Migration procedure.

As we direct users to this wiki page after they upgraded their OS, they
expect a step-by-step solution to follow in this exact situation.
