checking current phase in Portfile?

Hi,

Is it possible for a macro defined in a PortGroup to check it is being called in the appropriate build phase (or from the toplevel instead)? I see that there is a `macports::current_phase` variable, but that namespace isn't accessible from a Portfile, apparently.
