Here I have an idea: how about making application letters public? If so 
applicants can check if their letters are received or not easily. 
Technically, two approaches come up to my head:

(I) Use a public mailing list. For example, Arch Linux developers use 
the aur-general mailing list for such discussions [1]
(II) Use the bug tracker. For example, Mozilla uses its Bugzilla for 
commit access requests [2]
