MacPorts For 10.15 Catalina

MacPorts should work on 10.15 if you compile and install the macports
base from source:
    https://www.macports.org/install.php#source

Because of the NDA we are not allowed to provide binaries, but the
sources should work, and the new binaries are expected very soon after
the release gets out of beta phase.

You should of course expect some problems here and there (in
particular the gcc compiler no longer works out of the box with the
release of the new xcode version), mostly because various software
authors have probably not yet adapted their source code to the
potentially stricter compiler, changes of the API in the new OS
release etc.
