Comment:

 The lack of a $CC value was the problem. The steps that fail should be "cc
 -DHAS_PCRE" and was getting run as just "DHAS_PCRE" since $CC wasnt set.
 Seems like this ticket was completely fixed by r35058. Thanks jmr!
