 master_sites lists
 http://people.ee.ethz.ch/~oetiker/webtools/rrdtool/pub/libs/ which has a
 lower ping for the reporter, hence it was used.  However, going there in a
 web browser shows that it has been moved, and the new site doesn't appear
 to have cgilib, so it should just be removed.
